State if the idea behind what these article provided is agreed upon:

I thought the article, The Rise and Fall of Radical Service Reform in the U.S. States, was an informative and interesting read. It related well to chapter 2 in the Nigro text. It took a different approach than the text in that it provided research of what the past civil reforms have accomplished. The author then looked to correlate that information and surveyed current HR personnel to try and predict the direction each state was headed toward. He used hypotheses to back up her research and work and even gave more points that future research should look in too. The other article I enjoyed most was At Will and a New Public Workforce. The research completed on the unclassified and classified employees after the reforms were set for four years was interesting. The classified employees maybe were more truthful in their survey responses as they thought more negatively in the reform changes. The unclassified employees probably sugar-coated their responses a little more in fear of backlash from the organization. I thought it was nice to have survey responses of actual employees and how the changes relate to them rather than theoretical research.
